If you're flying through a Canadian airport and staying in a sterile transit area, or going through US preclearance facilities, you are not considered to be seeking entry into Canada — you're applying to transit. However, if an officer flags you, they can still conduct a full examination even if you're just transiting.

(1)35 (1) Sous réserve du paragraphe (2), les personnes ci-après sont des personnes qui ne cherchent pas à entrer au Canada mais qui font une demande de transit pour l’application du paragraphe 15(1) de la Loi :
(2)(2) Toute personne cherchant à sortir d’un espace de transit isolé doit se soumettre immédiatement au contrôle.
