Creates the Convention refugees abroad class, the main resettlement route into Canada from outside the country. Being in it is what makes a permanent resident visa possible on refugee grounds instead of the ordinary immigration ones.

144 The Convention refugees abroad class is prescribed as a class of persons who may be issued a permanent resident visa on the basis of the requirements of this Division.
