🍁 In Simple Terms

Cases before the Board are normally heard by a single member. The Chairperson can order a panel of three members for cases before the appeal divisions, but the Immigration Division always uses a single member.

163 Matters before a Division shall be conducted before a single member unless, except for matters before the Immigration Division, the Chairperson is of the opinion that a panel of three members should be constituted.
