The Governor in Council (Cabinet) has broad authority to make regulations under the IRPA. This is the legal foundation for virtually every regulation in the IRPR. Most of the detailed rules governing how immigration works, points systems, fees, processing, flow from this enabling authority.

7 Pour l’application de la présente loi, le ministre peut, avec l’agrément du gouverneur en conseil, conclure un accord avec le gouvernement d’un État étranger ou toute organisation internationale.
