Except as authorized under the regulations, no person shall produce a substance included in Schedule I to V of the Controlled Drugs and Substances Act. Punishment: Schedule I — life imprisonment. Schedule II — 14 years. Schedule III or V — 10 years. Schedule IV — 3 years.
