The Quebec Skilled Worker class is an economic immigration pathway for people who want to live in Quebec. To qualify, you must intend to reside in Quebec and hold a valid Certificat de sélection du Québec (CSQ) issued by the Quebec government — without a CSQ, you cannot be a member of this class.
