Bringing people into Canada through abduction, fraud, deception, force or threats is its own offence. It covers the whole chain: recruiting them, transporting them, and then taking them in or hiding them once they are here.

Legal Text: IRPA Section 118
(1)No person shall knowingly organize the coming into Canada of one or more persons by means of abduction, fraud, deception or use or threat of force or coercion.
