It is illegal to bring people into Canada by using kidnapping, fraud, deception, threats, or force. This prohibition covers the full process — recruiting, transporting, receiving, or hiding those people after they arrive.

Legal Text — IRPA Section 118
(1)No person shall knowingly organize the coming into Canada of one or more persons by means of abduction, fraud, deception or use or threat of force or coercion.
