You cannot show up at the border planning to work and sort out the paperwork later. The permit comes first. The only way around it is falling into one of the jobs that need no permit at all, such as a foreign business visitor attending meetings (186).

Legal Text: IRPR Regulation 8
(1)A foreign national may not enter Canada to work without first obtaining a work permit.
Exception
(2)Subsection (1) does not apply to a foreign national who is authorized under section 186 to work in Canada without a work permit.
