Airports, international bridges and tunnels, and commercial carriers have to build and maintain the space where travellers are held and examined, at their own cost and free to the government. That means areas, offices, and laboratories that meet federal occupational health and safety standards, are secure, are sterile where sterility is needed, and are equipped so officers can do their job. The physical border crossing is paid for by the operator, not by the traveller.
(1)A commercial transporter, and a transporter who operates an airport or an international bridge or tunnel, must provide and maintain, free of charge, facilities, including areas, offices and laboratories, that are adequate for the holding and examination of persons being carried to Canada.
