When a foreign-registered vessel arrives at its first Canadian port, the transporter must give an officer at the nearest border crossing a complete list of all crew members. The vessel must keep an updated crew list on board throughout its time in Canada and submit a final list before departing.

Legal Text — IRPR Regulation 265
(1)265 (1) On arrival at the first port of call in Canada of a vessel registered in a foreign country, the transporter must provide an officer at the nearest port of entry with a list of all members of the crew.
(2)(2) The transporter must maintain on board a current list of all members of the crew while the vessel is in Canada.
