A foreign-flagged vessel has to account for its crew from the moment it docks. On arrival at the first Canadian port of call, the transporter gives an officer at the nearest port of entry a list of everyone on the crew. That list has to be kept current on board the whole time the ship is in Canada. Before leaving the last Canadian port, an updated copy showing every change goes to an officer.

(1)On arrival at the first port of call in Canada of a vessel registered in a foreign country, the transporter must provide an officer at the nearest port of entry with a list of all members of the crew.
Amended crew list
(2)The transporter must maintain on board a current list of all members of the crew while the vessel is in Canada.
