When the Minister issues instructions or the Immigration and Refugee Board Chairperson issues guidelines under immigration law, those documents don't go through the same formal government publication process as regular laws. They're still official, but operate more flexibly.

Legal Text — IRPA Section 93

93 Instructions given by the Minister or the Minister of Employment and Social Development under this Act and guidelines issued by the Chairperson under paragraph 159(1)(h) are not statutory instruments for the purposes of the Statutory Instruments Act.
