🍁 In Simple Terms

The Governor in Council (Cabinet) has broad authority to make regulations under the IRPA. This is the legal foundation for virtually every regulation in the IRPR. Most of the detailed rules governing how immigration works — points systems, fees, processing — flow from this enabling authority.

7 The Minister, with the approval of the Governor in Council, may enter into an agreement with the government of a foreign state or with an international organization for the purposes of this Act.
