Airlines, shipping companies, and other carriers who bring people to Canada must follow strict rules: they cannot carry people who lack required documents or who an officer has told them not to carry; they must hold passengers' documents until examination begins; they must detain people who are refused entry; and they must return inadmissible passengers to their origin at their own expense.
