Before a visa is issued to an adopted dependent child, or to a child coming in as an orphaned relative or last remaining relative, the sponsor has to state in writing that they have obtained information about that child's medical condition. It is a consent step rather than a bar, and it exists so that nobody adopts into a surprise.

Legal Text: IRPR Regulation 118
118 A foreign national who is an adopted dependent child or is a person referred to in paragraph 117(1)(f) or (g) shall not be issued a permanent resident visa as a member of the family class unless the sponsor has provided a statement in writing confirming that they have obtained information about the medical condition of the child or of the foreign national.
