Express Entry
Most CompetitiveCanada's flagship skilled worker system, managing three programs: Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST). You submit a profile, receive a Comprehensive Ranking System (CRS) score, and wait to be invited in a round of invitations. Chinese applicants are eligible on exactly the same terms as everyone else. One change matters more than any other: since March 25, 2025, a valid job offer no longer adds CRS points, so an offer cannot lift your score the way it once did, although it can still matter for eligibility in some programs and for employer-driven PNP streams.
💡 Cut-offs are set per round, not fixed. Category-based rounds and CEC rounds have run at very different scores in 2026, so read the round table below before judging your chances.
Provincial Nominee Program (PNP)
Highest-Leverage RouteEach province and territory nominates skilled workers it needs, and a provincial nomination adds 600 CRS points inside Express Entry, which in practice guarantees an invitation. Streams exist for tech, healthcare, trades, agriculture, and general skilled work, and many provinces also run base streams outside Express Entry with their own direct draws. Every province operates a PNP except Quebec, which selects its own economic immigrants through the CSQ and Arrima system; Nunavut does not operate one.

Study-to-PR Pathway
Popular but TighterStudy in Canada on a study permit, graduate, get a Post-Graduation Work Permit (PGWP), build Canadian work experience, then apply through the Canadian Experience Class. The route still works, but it narrowed: Canada capped new study permit applications nationally, and since January 22, 2024 most applicants must include a Provincial or Territorial Attestation Letter (PAL/TAL) from the province where they will study. Without a required PAL the application is generally returned or refused. For 2026, IRCC made roughly 309,670 study permit application spaces available nationally, and as of January 1, 2026 master's and doctoral students at public DLIs are again exempt from the PAL requirement.
💡 A DLI acceptance letter alone is no longer enough for most college and undergraduate programs. Confirm your institution actually has PAL capacity for your intake before you pay anything, and check that your program is PGWP-eligible.
Family Sponsorship
No CRS RequiredA spouse or common-law partner who is a Canadian citizen or permanent resident can sponsor you, and there is no CRS score and no income requirement for spousal or partner sponsorship. Dependent children can be sponsored too, and parents and grandparents are sponsored through a separate program that does carry a minimum necessary income test. Sponsorship is a relationship-based route, so the evidence burden sits on proving the relationship is genuine rather than on points.

Start-Up Visa and Self-Employed
Intake PausedIRCC's own Start-Up Visa page carries the status "Paused" and states that the program is closed to new applicants. The only remaining route was for applicants holding a valid 2025 commitment certificate, who had to apply by June 30, 2026, a deadline that has now passed. The program still appears on the fee schedule at $1,895 for the principal applicant, which is why it keeps turning up in sales pitches. Treat any agency offering to "file your Start-Up Visa now" with serious suspicion.
💡 A paused program is not a permanently closed one, and IRCC has signalled work on a replacement. Confirm the current intake status on the IRCC program page before you commit money or time.

Language is usually the highest-value factor you can still change. IRCC scores your ability in Canadian Language Benchmarks (CLB), and each accepted test converts onto that scale. You take a designated test, then convert the result:

Credential Assessment (ECA) for Chinese Qualifications

Two honest caveats. These figures cover complete applications, so a missing document restarts your wait rather than pausing it, and IRCC updates them regularly, so the number you see here can move. Express Entry permanent residence applications are handled under a service standard rather than a country figure: IRCC aims to process most complete applications within about six months of receiving them, and that clock starts after you are invited and file, not when you create a profile.
Common Pitfalls for Applicants from China
⚠ Paying an unlicensed consultant or agency
Only Canadian lawyers, Quebec notaries, and consultants licensed by the College of Immigration and Citizenship Consultants (CICC) may give paid immigration advice or represent you. Check the licence number on the CICC public register before any money changes hands. An agency that guarantees an outcome, offers to write your story for you, or asks you to sign blank forms is a risk to your file, not a shortcut.
⚠ Leaving the police certificate until the end
For permanent residence you generally need a police certificate from every country other than Canada where you spent 6 months in a row or longer in the last 10 years, since you turned 18, and the certificate for the country you currently live in must be recent. These take time to obtain and are a classic reason an otherwise strong file is returned as incomplete. Order them early and read the rules on validity before you do.
⚠ Uncertified translations
Documents that are not in English or French generally need a translation plus the translator's certification, and for some documents an affidavit. Submitting a self-translated or informally translated document is a common cause of requests for more information, which adds months. ⚠ Misrepresentation, including by an agent acting for you
Section 40 of the Immigration and Refugee Protection Act imposes a five-year inadmissibility for misrepresentation, and it can affect your family members too. You are responsible for what is submitted in your name even when a third party prepared it. Read every form before it is filed, and never let anyone inflate work experience, education, or test scores.
⚠ Assuming a job offer will rescue a low CRS score
Since March 25, 2025 a valid job offer adds no CRS points. If your plan was to find an employer and jump the queue, that plan needs rebuilding around language scores, education, a provincial nomination, or Canadian work experience.
⚠ Letting a language test expire mid-process
Test results are valid for two years. Taking the test years before you are ready to apply means paying for it twice. Take it when your file is close to ready, and rebook early if you intend to improve the score.
Police Certificates from China, Step by Step
This is the document that most often decides whether a Chinese permanent residence file moves or waits, and IRCC publishes country-specific instructions for China. The essentials:
- ✓The document IRCC names is the Certificate of No Criminal Record. Where a record does exist, the corresponding document is the Notification of Non-issuance of Certificate of No Criminal Record.
- ✓If you are a Chinese citizen living in China, you apply at your local Public Security Bureau or local Public Security police station, in the jurisdiction of the address in your household registration (hukou) booklet. The process differs from city to city, so ask the local office how it works there.
- ✓If you are a Chinese citizen living outside China, you apply through the local office in the place where your hukou was registered. Some cities accept applications through a website or mobile application. If your hukou registration has been cancelled, you may also need a Certificate of Residence Cancellation from a local police station.
- ✓Chinese embassies and consulates cannot issue or obtain hukou-related certificates. They may assist with notarization or authentication once the document has been issued, which is a different service. Plan around the domestic office, not the consulate.
- ✓In most places you can appoint a family member to apply on your behalf. An immediate family member needs a power of attorney from you; a non-immediate family member needs a notarized power of attorney from a notary office.
- ✓If you are not a Chinese citizen but lived in China for more than 180 days, you apply to the Exit-Entry Administration Department of the Public Security Bureau (county level or above) in the city where your Foreigner Residence Permit was issued. Some cities support online application for foreigners.

The money must be your own, liquid, and unencumbered: borrowed funds and equity in property do not count, and IRCC asks for letters from every institution holding the money showing the six-month average balance.
